Fair starting point, return to the essence of education
Reform is the unified deployment of the Ministry of Education. There are three main objectives:

◆ Reform the enrollment of private schools and promote the coordinated development of citizen run schools.

Chongqing's Implementation Opinions adhere to three principles:
◆ Synchronous enrollment of private and public schools:
Since 2020, the city's public and private compulsory education schools will simultaneously release enrollment plans, synchronize information registration, synchronize online enrollment, synchronize review of enrollment materials, and synchronize enrollment.
Public and private compulsory education schools enjoy the same rights and perform the same obligations to achieve common development.
◆ Both public and private schools are free of examination:
1. It is strictly prohibited to use various examinations, competitions, training results or certificates as the basis for enrollment;
2. Students shall not be selected in the name of interview, evaluation, etc;
3. We will eliminate the link between cross regional top recruitment, compulsory education examination recruitment, compulsory education recruitment and social training institutions or various competition and examination certificates.

Compulsory education enrollment is the responsibility of the district and county education departments, and is guided by the municipal education commission and the local party committee and government. Before, the education commissions of each district and county were in charge of the enrollment of public schools, while private schools had the autonomy of enrollment, so there was also room for operation, and now they are under the unified management of the education commissions.

2. Private schools enroll students by category: undertaking government purchase services, children of owners of community supporting schools, 9-year straight junior high schools, students of small languages, children of sponsors, etc.
