1、 Basic principles

3. The principle of counterpart enrollment. The students in the registered permanent residence insist on "three pairs of accounts": that is, the primary school graduates and their father or mother's registered permanent residence are together, the address of the registered permanent residence is consistent with their parents' house property certificate or formal house purchase contract, and the address of the registered permanent residence is consistent with their actual residence.
4. Principle of normative fairness. Public junior high schools are prohibited from enrolling students of school choice. We will improve the enrollment publicity system, the consultation system, and the social supervision system. 2、 Target and method of recruitment
（1） Students with registered permanent residence in this district
The primary school graduates with household registration in this district are enrolled in the nearby areas where their household registration is located.
1. Students with registered permanent residence who conform to the "three matching" policy
For primary school graduates whose household registration is in our district, their parents shall go to the corresponding schools to apply for admission within the specified time with the originals and copies of the following certification materials.
(1) The same household register of primary school graduates and their parents;
(2) Valid certificates of their parents' house property rights;
(3) Primary school graduation certificate or quality report book.
In addition to meeting the requirements of "three matching", the following two provisions must also be met for the public schools where the primary school graduates in the registered permanent residence are hard pressed to enroll in academic degrees:
(1) "One family for six years" means that only one family's children can study in the junior high school of the district in the same housing in the enrollment area for six years.
(2) "One year in advance" means that the purchase transaction must be completed one year in advance (before August 31, 2019) and the property certificate and corresponding household registration must be obtained.
2. Students with registered permanent residence who are accepted according to the "three pairs" policy
Primary school graduates who have been attached to their grandparents (maternal grandparents) since their birth due to their parents' failure to purchase a house from themselves, and who live with their parents and grandparents (maternal grandparents) in the enrollment service area for a long time, are deemed to meet the "three matching" enrollment conditions. They need to go to the corresponding school to apply for admission within the specified time with the original and copies of the following supporting materials:
(1) The same household register of primary school graduates and their grandparents;
(2) The valid certificate of the house property right of his grandparents (maternal grandparents);
(3) Certificate of no house for both parents of primary school graduates issued by the housing property registration center of the county where the parents' household registration is located;
(4) Primary school graduation certificate or quality report book.
Parents who own houses in Jiulongpo, but whose primary school graduates' household registration is linked to their grandparents (maternal grandparents), as long as their grandparents (maternal grandparents) 'household registration is in Jiulongpo District, their parents' real estate address shall prevail and the corresponding school shall be determined; If the grandparents' (maternal grandparents') registered permanent residence is not in Jiulongpo District, they shall be enrolled according to the corresponding categories of migrant children.
3. Students who do not meet the requirements of "three registration pairs"
Primary school graduates whose household registration is in our district but do not meet the requirements of "three matching" shall be transferred by the District Education Commission to other schools with spare degrees nearby.
4. Students who missed the registration time
For those students whose registered permanent residence can no longer be accepted due to missed registration time due to various reasons and the enrollment plan of the school is full, the school shall report to the District Education Commission, which will arrange other schools with spare degrees to accept them.
5. Enrollment of disabled children in their registered residence
Actively promote integrated education. Public junior high schools must accept disabled school-age students with the ability to accept general education within the enrollment scope. Disabled students who suffer from serious physical defects but can adapt to school study and life shall be assisted by the District Education Committee to enter the corresponding special education schools. For severely disabled children and adolescents who cannot go to school to receive compulsory education, the school with household registration shall implement the "one person, one case" policy to provide them with home schooling and incorporate them into the school registration management. In very few cases, children and adolescents with disabilities who are particularly serious must go through the formalities of delaying or exempting them from school according to relevant regulations.
（2） Migrant children
On the basis of doing a good job in enrollment and registration of students in the registered permanent residence, our district, in combination with the actual remaining degree situation of the school, arranges the enrollment of migrant children in accordance with the principle of "house purchase first, points ranking". After the remaining degree arrangements are full, our district will no longer arrange migrant children to attend school.
1. House purchase enrollment
Migrant children whose parents have purchased their own houses in Jiulongpo District (accounting for more than 51% of the property rights) can apply for housing purchase.
The original and photocopy of the following certification materials shall be submitted at the time of registration: household register of primary school graduates and their parents, valid certificate of housing property rights of primary school graduates' parents, legal residence certificate, primary school graduation certificate or quality report book, etc.
2. Integral enrollment
Migrant children whose parents are engaged in business, industry or work in Jiulongpo District can apply for primary school entrance points.
The enrollment points are calculated according to the basic points, work life points, social security tax points and additional points, and received in order. （4） Private junior high school enrollment
From 2020, the public and private compulsory education in the whole district will release enrollment plans, register information, register online, review application materials and enroll students simultaneously.

2. Information collection and admission.
① Information collection. ② Admission process. On June 20, all private schools started enrollment at the same time. If the number of applicants is less than or equal to the enrollment plan of the university, the university will directly enroll by registration. If the number of applicants exceeds the enrollment plan of the school, the District Education Committee will organize a random computer lottery on June 20, and accept supervision throughout the process. After the computer random enrollment results of private compulsory education schools are generated, the "Chongqing Compulsory Education Stage School Enrollment Information Collection System" will send a mobile phone message to inform students' parents to log in to the system to query the lottery results. Students accepted by lottery must log in to the system for confirmation before 18:00 on June 21; Unconfirmed will be deemed as automatic abandonment. 3、 Enrollment Schedule of Public Junior High School
（1） Enrollment of students with Jiulongpo household registration
From May 20, all public junior high schools issued enrollment registration notices to the public.
Before June 10, the parents of primary school graduates whose household registration is in our district should go to the corresponding schools for enrollment consultation and registration with the household register, the original and copy of the valid house property certificate and other materials.
From June 15 to 19, each school reviewed the registration objects and materials according to the relevant regulations of the District Education Committee. A student can only apply to one middle school, and the public and private schools can not apply at the same time. The parents shall bear the responsibility for those who apply to more than one middle school and affect their acceptance.
From June 20 (subject to the arrangement of the receiving school), students will register at the receiving school.
Before July 30, school admission notices shall be issued to eligible school-age children and adolescents.
（2） Children of migrant population attend school
From May 20, all public junior high schools issued enrollment registration notices to the public.
Before June 10, the parents of eligible accompanying children should go to the school designated by the accompanying children in the school district for enrollment consultation and registration with the household register, valid housing property certificate, residence permit, original and copy of the work contract and other materials.
From June 15 to 19, each school reviewed the registration objects and materials according to the relevant regulations of the District Education Committee.
